Not understanding the question. Here is the rule---
-Arbitration Auction-
At the end of the season, each owner will select one player who would be eligible for the Regular Auction and offer them Arbitration. Each owner submits to the Commish that player's name, and what they deem to be a fair value offer.
An auction then takes place on the players offered Arbitration.
If the winning auction bid is less than your submitted amount to the Commissioner, that player is yours for the amount of the winning auction bid.
If the winning auction bid matches your submitted amount, you have the option of keeping that player, or allowing him to go to the winning bidder.
If your submitted amount is less than the winning auction bid, you have to option of paying the winning bid +$2 in order to keep that player.
Any players won or matched in the Arbitration Auction are assigned one year contracts.

You can only have arbitration on one player
