Since we are having draft for all the new people We are going to give each returning team 2 Keeper exemptions.
The first KE works exactly like the old one (salary + $5 per year)
The second is a 4 year deal Guaranteed no insurance. This means if you release this player you will be on the hook for remaining salary for each of those years. You may not pay this salary off all in one season. The salary will be taken out of each years Bank.
example:
If I have
David Ortiz ($30) and Mariano Rivera ($30)
1st KE: David Ortiz 1 of 2 ($35) year 2 of 2 ($40)(can add insurance if so desired) 2nd KE: Mariano Rivera 1 of 4 ($35) 2 of 4 ($40) 3 of 4 ($45) 4 of 4 ($50) (no insurance)
So if you drop Rivera in year 2 you would be on the hook for year 3 ($45) and year 4 ($50) in those years
*The only way out of these contracts is player retirement

we are going to pool together all the teams that are getting new managers and having a draft just for them. Existing managers are not to be a part of this draft. They do draft the salaries that come with those players.
If players go undrafted they will be put into the FA draft for the entire league to draft like we normally do.
They will get a total of 10 prospects that they can draft and the existing prospects will go back into the Prospects draft for entire league to draft when that draft comes up in Feb. or March.

I think it devalues the KE if everyone gets all of these each year. I would have preferred it be left at just one. Is this an every year thing?

Judging by the poll there will be 12 teams this season thus leaving a lot more FA out there. We will try the rule this season and see how it works. The no insurance rule on the second KE should make people think out if they really want to use it.
