Can anyone answer my questions about MLCs and what happens to the roster spot if they get sent down to the minors?

You must hold on to them if you want them if not drop them and they become a free agent. You will not be able to pick that player up for the MLC again.

What I understand from the rules is that as long as I am paying their MLC, they are mine. If they are sent down IRL, I could move them to NA and fill gap with FA if I have the $, and then reactivate again and again as necessary...

You can move them to an NA spot if you have some open, their service time (starting next season) will start though.
In a normal season when you call them up their service time will start but since we’re in COVID-19 rules this season their service time won’t start until next season.
