Offseason Tutorial. Part III -- Arbitration.
The first auction of the offseason is the Arbitration Auction. All players who are offered Arbitration are placed here.
The process begins when a team offers one of their free agents* Arbitration by posting their name in the Arbitration Auction thread. Then, by means of private message, teams will send to me, the Commissioner, a sealed bid for their player. The messages containing these bids will remain unopened until the end of their player's auction**.
The players are auctioned until a winning bid is determined--the highest bid that lasts 24 hours.
Once the auction for the player is complete, the sealed bid is opened and compared with the winning auction bid. If the winning bid is less than the sealed bid, then the team that has offered the player Arbitration must keep the player for the amount of the winning auction bid. If the two amounts are equal, then the Abitration team can either retain the player at that price or allow the player to go to the winning bidder. If the sealed bid is less than the winning auction bid, the Arbitration team may keep the player for the amount of the winning auction bid + $2, or allow the winning bidder to claim him.
Each team can offer Arbitration to only one player each season. And all players won in the Arbitration Auction are assigned one year contracts.
Here are some examples.
--Visor announces he is offering Arbitration to Randy Winn. Through private message, he sends his sealed bid of $7 to me. In the Auction, the highest bid for Winn is $4 by verto. As it is less than visor's bid, he must retain Winn at $4.
2010: Randy Winn ($4, 1 year)
--Ryan Franklin is the Arbitration selection of Aaron RW, whose sealed bid is $12. In the Auction, the highest bid for Franklin is $12 by wicketmike. The two amounts are equal. So, Aaron has the option of keeping Franklin at $12 or allowing him to go to wicketmike at $12.
2010: Ryan Franklin ($12, 1 year)
--Dabigjimbo chooses Johan Santana for Arbitration. His sealed bid is $35. In the Auction, bigben posts the highest bid at $45. As his sealed bid is less than bigben's winning auction bid, Dabigjimbo now has the choice of keeping Santana or declining him. If he keeps Santana, the salary jimbo pays to him will be $47 --$45 (the winning auction bid) + $2 = $47.
If jimbo declines, then bigben receives Santana at $45.

A few notes:
*You can only offer Arbitration to players eligible for the Regular Auction. This means that players with Right-to-Match options are ineligible.
**To verify whether your sealed bid or any private message you send has been opened, enter your private message account and click 'Outbox'. If the envelope icon is unsealed, than your recipient has read it. If sealed, it has yet to be accessed.
